To provide a manufacturing device and manufacturing method of a spacer for arranging s reinforcing bar which can reduce a linear distance of a manufacturing line as much as possible to downsize the manufacturing device and can achieve compactification of the manufacturing line.SOLUTION: After a first support member formed of a metal wire bent at the middle portion thereof into a substantially reverse U-shape, is transferred to a most upstream position in a rotational direction of the rotary work table 4, the first support member is intermittently rotated to a downstream second position in the rotational direction, then, a second support member formed of a metal wire into a substantially reverse U shape by being bent at an intermediate portion thereof, is transferred to the position of the first support member on the rotary work table 4 so as to overlap the first support member from above in a state of intersecting the first support member at approximately 90° in planar view. Then, after rotated intermittently to the fifth position in the rotation direction, a crossing portion between the first support and the second support is spot-welded on the rotary work table 4 by the welding device 5 to form a spacer for arranging a reinforcement bar. Then, after rotated intermittently to a seventh position on the downstream side in the rotational direction, the spacer for arranging a reinforcement bar is discharged out of the rotary work table 4 by a discharge device 6.SELECTED DRAWING: Figure 3
