PROBLEM TO BE SOLVED: To provide a communication system, a communication device, and a communication method that can meet provisions of a standard even when intermittent reception is performed.SOLUTION: A first communication device includes a first transmission unit for transmitting a packet signal composed of one or more packets and packet related information to a second communication device a plurality of times with a prescribed pause period in between. The second communication device includes: a reception unit for periodically performing intermittent reception; and a second transmission unit for transmitting a response signal to the first communication device at a prescribed time point when the packet signal is not transmitted and determined on the basis of the received packet related information if the reception unit receives the packet.SELECTED DRAWING: Figure 2
