Abstract:
An encoder (100) includes a processor and memory. Using the memory, the processor determines an asymmetrical filter characteristic across a block boundary, based on a quantization parameter (S161), and performs deblocking filtering having the filter characteristic determined (S162). For example, when determining the filter characteristic, the processor may determine the filter characteristic so that influence of the deblocking filtering becomes larger as a quantization parameter becomes larger.
