An access control system IS has: a communication antenna 101 communicating with an employee identification card T of the person; and a tag ID management database 303 detecting entry or exit of the person into/from a controlled section by acquiring information from the employee identification card T through the communication antenna 101, and storing DB data associating person identification information related to the person and tag identification information of the employee identification card T of the person. In the access control system IS, tag identification information registration data comprising all the tag identification information included in the DB data are separated from the person identification information included in the DB data at a predetermined timing, are copied, and are acquired, the acquired tag identification information registration data are held, and it is decided whether the tag identification information acquired from the employee identification card T at the detection is included in the held tag identification information registration data.
