An active material contains a titanium oxide compound having a crystal structure of a monoclinic titanium dioxide and satisfies formula I: S1/(S2+S3)≤1.9 (I). In the formula, S1 is a peak area of a peak existing in a region of 1430 cm-1 to 1460 cm-1 in an infrared diffuse reflectance spectrum of the active material after adsorbing and desorbing pyridine, S2 is the peak area of a peak existing in a region of 1470 cm-1 to 1500 cm-1 in the infrared diffuse reflectance spectrum, and S3 is the peak area of a peak existing in a region of 1520 cm-1 to 1560 cm-1 in the infrared diffuse reflectance spectrum.
