To enhance energy consumption efficiency of an air conditioning facility by elevating a level of an evaporation temperature in a refrigerator used for circulation cooling of cooling water.
This air conditioner intakes outside air at the minimum outside air intake volume required for one existing person in a room under execution of air conditioning, up to a low dew point to hold at least a dehumidifying capacity capable of absorbing a latent heat load for the one existing person or more, by an outside air conditioner 31, the outside air is heat-exchanged with the low-temperature cooling water near to an ice point obtained in an ice heat accumulator, and is cooling-dehumidified to be diffused to the room. An absolute humidity of indoor air is kept thereby at a prescribed value, the indoor air is circulation-cooled in an indoor side by a chiller unit 1 for dealing with the cooling water of a temperature range higher than a dew point temperature of the indoor air, and the latent heat load in the room is absorbed to keep the temperature of the indoor air at the prescribed value, to hold a dry bulb temperature and relative humidity of the indoor air at prescribed values.
