PURPOSE:To suppress that picture quality is largely deteriorated due to the remaining of the signal component of a previous frame in a decoded picture signal by rounding down a part of orthogonal conversion coefficients at the time of a coding. CONSTITUTION:A picture signal is outputted as a coded picture signal from an output terminal 200 after the difference between the picture signal and an inter-frame forecasting signal outputted by an inter frame forecasting device 2 is obtained at a subtracter 3, and the picture signal is orthogonally converted at an orthogonal conversion circuit 1. The inter-frame forecasting signal is orthogonally converted at an orthogonal conversion circuit 5, and part of the orthogonal conversion coefficients are rounded down from the output signal of the orthogonal conversion circuit 5 based on mode information prepared by a rounding down coefficient deciding circuit 9 at a coefficient rounding down circuit 5. Either the signal of a next frame is forecasted from a signal obtained by inversely and orthogonally converting the output signal of an adder 4 and outputted, or the orthogonal conversion coefficient of the signal of the next frame is forecasted from the output of the adder 4, inversely and orthogonally converted, and outputted at the inter-frame forecasting device 2. Thus, the deterioration of the coded picture signal can be suppressed.
