An agent 10 is associated with a user on behalf of the user. The agent 10 is provided with: a utility value calculation unit 15 for calculating an expected utility value indicative of a worth to a user as regards an operating state of a loading device 20; and a collaborative processing unit 16 for assessing whether or not the operating state of the loading device 20 is acceptable to the user, and if the operating state is unacceptable, determining an operating state to be instructed to the loading device 20. One of the agents 10 unable to accept the operating state of the loading device 20 becomes a manager and the other becomes a contractor, and the operating state of the loading device 20 is determined so that the manager and the contractor may come to a mutual compromise.
