This apparatus is an apparatus for forming fine recessed parts on the planar surface S1 to be worked of a shim F and which is provided with a workpiece holding means 1 for rotatably holding the shim F, a forming tool 3 on which a forming roller 2 having projecting parts 2a in the outer peripheral part is provided, a tool holding means 4 for holding the forming tool 3 and a coil spring 15 for imparting the load to the surface S1 to be worked against the forming roller 2 which is brought into contact with the surface S1 to be worked. The manufacturing cost is reduced by efficiently forming high-accuracy recessed parts on the surface S1 to be worked by revolving the forming roller 2 with the shim by revolving the shim F by bringing the forming roller 2 into contact with the surface S1 to be worked at prescribed load.
