A filling tank 9 is filled with a lot of piezoelectric elements 7 which are polarized with an external force. Hence, an SS component 10 in water is adsorbed to the piezoelectric element 7 by applying the external force thereto, and the SS component 10 adsorbed to each of the piezoelectric elements 7 is desorbed by removing the external force applied to each of the elements 7. The external force is applied to the piezoelectric element 7 by narrowing the distance between water-passable walls 3, 5 constituting the filling tank 9. The external force applied to the piezoelectric element 7 is removed by restoring the distance between the water-passable walls 3, 5.
