To provide an apparatus for producing hydrogen having increased production capacity of high-purity hydrogen, a method for producing high-purity hydrogen using the producing apparatus, and a fuel cell system equipped with a fuel cell using such high-purity hydrogen as fuel.

The apparatus for producing hydrogen is obtained by holding a reforming catalyst comprising a metal oxide having a copper-containing spinel structure and a solid acid as a reforming catalyst for production of hydrogen by reforming an oxygen-containing hydrocarbon compound in a membrane reactor equipped with a hydrogen permeable membrane.There are also provided the method for producing hydrogen using the producing apparatus and the fuel cell system equipped with a fuel cell using hydrogen produced by the producing apparatus as fuel.
