To reduce the capacity of the circuit breaker, by increasing a resistance of a resistor connected to a circuit breaker in series so as to reduce an inrush current in an induction machine, in other words, by increasing a resistance between a power supply and a stator winding by 10 fold, to decrease a current flowing in the resistor to 1/10.

After a capacitance of a capacitor has been set so as to cancel currents of the capacitor and the induction machine, in a state where the circuit breaker connected to the rotor side of the induction machine in series is opened, the circuit breaker, connected to the resistor on the power supply side in series, is turned on. After the resistor on the power supply side has been short-circuited and the induction machine has been connected directly to the power supply, the circuit breaker connected to the rotor side in series is turned on.
