The control computer 12 determines the quality of the auto-pickup control device 8-i for controlling the timing of starting the apparatus 7-i at the service interruption based on the measurement result. A general purpose data logger is applicable to the data logger 11, and a general purpose computer is applicable to the control computer 12. Thus, when the data logger or the control computer gets out of use, it can quickly be replaced with the general purpose one, thereby smoothly quickly performing the test for determining the quality of the auto-pickup control device 8-i.
