PURPOSE: To surely prevent the resident card from being issued unfairly by confirming the person himself by executing questions and answers by data items of address recording data which cannot be known except a household member without confirming the person himself by a personal card and an identification number input.

CONSTITUTION: Question items for specifying the person himself who requests to issue a resident card are generated, based on records of a householder, household members and an individual of a data item of an inhabitant recording data base 3, and several question matters are displayed on a display panel 13 of a display part. With respect thereto, an operator inputs an answer to a question of the question matters from a touch panel 14 of an input part. As for the answer, unless a prescribed number of correct answers are obtained, the resident card is not issued. In such a way, it can be specified that a person who executes a resident card issue request is surely the person himself or the same household member to the resident card concerned.
