PURPOSE: To shorten the processing time and to prevent the generation of a secondary trouble by collectively discharging the amount of change or an amount to be returned by one clerk's operation.

CONSTITUTION: When a paper money jamming error signal outputted from a paper money block 15 is inputted to a CPU 27 or card jamming in a card block 28 is detected, the CPU 27 displays a code number corresponding to an error display part on a clerk's operation part 1a and stops prepaid card vending operation. In addition, the CPU 27 sounds an acoustic alarming device provided in the operation part 1a. When change is jammed e.g. a clerk removes jammed paper money in the block 15 and depresses a change discharging button. Then, the CPU 27 outputs a change amount signal to a paper money control parat in the block 25 to a paper money control part in the block 15. The paper money control part carries the paper money to a paper money paying-out port and collectively discharges the paper money as change.
