To suppress generation of pressure pulsation and to surely reduce vibration and noise by imparting a non-linear characteristic to rotation displacement of a valve plate.
A rotating lever 15E provided on a valve plate 15 is projected within an actuator case 4. Within the actuator case 4, a valve plate rotating mechanism 17 for the valve plate 15 is provided. The valve plate rotating mechanism 17 is constituted of springs 18, 19 which are disposed between the actuator case 4 and the rotating lever 15E of the valve plate 15 and energizes the rotating lever 15E toward a pressing piston 22 side and a rotating actuator 20 driving the rotating lever 15E against the springs 18, 19 because pressure oil from a discharge port 15B is guided through an oil passage 24.
