To provide a ball-point pen refill which prevents dry-up before use and also controls thread-forming property of hot melt resin without melting it at high temperature during production, and excels in working property when forming a protective film, and to provide a ball-point pen.

The ball-point pen refill includes the protective film to cover the tip end, the protective film consisting of thermoplastic resin and scaly glass. The scaly glass is added in an amount of 1.0 to 40 wt.% in the protective film. The ball-point pen stores at least one of such ball-point pen refill therein.
