The building body side B is provided on the building lower foundation side A through a base isolating device, and piping 10, 20 such as feed water pipes are fixed to both sides. The piping 10 is raised by short pipes 12, and the short pipes 12 are fixed to the building lower foundation side A by U-bands 41. The piping 20 is fixed to the building body side B by U-bands 41. The pipe ends of the short pipes 12 and piping 20 are provided with U-E joints 30a with connecting direction displaceable joint and expansion joints integrally formed, and the U-E joints 30a are connected to each other by a straight pipe 50.
