A communication part 14 corresponding to an EV-DO system communicates with a base station apparatus 12. An acquisition part 20 acquires the number of communication terminals 10 during communication with the base station apparatus 12. A derivation part 18 measures a CIR (Carrier to Interference Power Ratio) from a received pilot signal to derive a DRC (Data Rate Control Bit) corresponding to the CIR as the measurement result. A storage part 22 stores the number of communication terminals 10 acquired by the acquisition part 20 and the value of the DRC derived by the derivation part 18. A calculation part 26 calculates estimated communication speed from the maximum transmission speed with the base station apparatus 12 corresponding to the value of the DRC, the maximum value of the DRC, the value of the DRC derived by the derivation part 18, and the number of the communication terminals 10. A comparison part 28 selects a base station apparatus 12, whose estimated communication speed is high as the target of communication.
