Capacity of a circulation pump 10 is gradually raised, and ON of a water flow switch 8 is confirmed. At this time, to prevent chattering for repeating ON and OFF of the switch 8 due to change of water flow, it is desired to set a slightly higher pump capacity than that at the time of turning ON or OFF the switch 8. When the pump capacity is decided, the pump 10 is driven by the capacity, it is confirmed that the switch 8 is turned ON during the period. Thus, the capacity regulation of the pump 10 by a capacity regulating means 27 is finished.
