A belt carrying mechanism 4 carries a belt 2 to a waiting position P5. A case 5 is configured to guide the insertion of the belt 2 to a packaging bag 3, and stores the belt 2 at the waiting position P5. A bag supply mechanism 6 supplies the packaging bag 3 to an insert position P2. A belt insertion mechanism 8 inserts the belt 2 into the packaging bag 3 placed at the insert position P2 together with the case 5, and the case 5 is removed from the packaging bag 3. A bag sealing mechanism 9 thermally fuses and seals an opening portion 3a of the packaging bag 3.
