PROBLEM TO BE SOLVED: To obtain a browser-installed device which can be operated without looking at its display screen.
SOLUTION: This device is connected to a network 58 through a communication means 52 as instructed by a browser 51 to access a Web server on the Internet, and a downloaded HTML text is temporarily stored in a storage means 53. A voice browser 1 reads it to compose an optimized document to be read out aloud and transfers it to a voice synthesizing means 2, so that the document is voiced through a voice output means 3. The voice that the user speaks is inputted to a voice input means 5. The inputted voice is voice recognized by a voice recognizing means 4. When the recognition result is recognized as a candidate for a control instruction to the voice browser 1, the voice recognizing means 4 interrupts the voice browser 1 and transmits the candidate for the recognized control instruction to the voice browser 1.
