Upper brackets 10 and top chord materials 7 are connected by pins by the viscoelasticity of rubber asphalt 17 filled among each mutual tabular body. On the other hand, the rubber asphalt viscoelastic dampers 12 interposed among lower brackets 11 and the end sections of lower chord materials 8 are not moved, the columns 2 and the beams 6 are brought to the state of a rigid joint, and turned to their advantage by pin-connection, and the cross sections of the columns and footings can be scaled down.
