In the bullet-resisting structure obtained by laminating a plurality of laminates of fabrics consisting of high-strength organic fibers having tensile strength of 20cN/dtex or more, a laminates of fabric having high energy loss at the highest speed of an object bullet is laminated on the landing side, and a laminate of fabric having high energy loss at a speed lower than the highest speed of the bullet by 200m/sec or at half the highest speed of the bullet is sequentially laminated thereon. The method for forming a bullet-resisting structure by laminating a plurality of laminates of fabrics consisting of high-strength organic fibers comprises changing the arrangement of the plurality of laminates from the landing side to a protective body side in conformation to the kind of the bullet, the magnitude of landing speed of the bullet, and change in penetrating behavior of the bullet.
