PROBLEM TO BE SOLVED: To provide a cable drum rotating device and a cable drum holding device which are simple in construction, compact in size, and easy in free delivery operation.
SOLUTION: A load-carrying platform side plate (gate) extending upward from the right and left end parts of a load-carrying platform 11 is formed so that it can mount a drum holding device 30. Also the drum holding device 30 is provided with a rotation control means which holds drum shafts 40 and 40 arranged in the drum D rotatably and controls the rotation. In addition, a drum drive means 50 and an arm 14 are arranged on the load-carrying platform 11, which rotates the drum D by drivingly rotating drive rollers 51 and 52 with the drum D contacted with these rollers. The arm 14 is arranged so that it can rise and lower in vertical plane and provided with a drum shaft holding part 20 on its top end side. Thus, by performing the rising and lowering operations, the arm 14 can be raised to a position where it can pass over the other cable drum and can be pressed against the drive rollers 51 and 52.
