Abstract:
PROBLEM TO BE SOLVED: To realize fair band assignment by setting an offset value on which the distribution situations of setting parameters already distributed to band assignment periods to the band assignment periods are reflected.
SOLUTION: At the time of equally distributing CS numbers to band assignment periods within the band setting periods by using a following formula; (in-band setting unit CS number)=[((in-band setting unit CS number)×(band assignment period length)×J+(offset))/(band setting period length)]-[((in-band setting unit CS number)×(band assignment period length)×(J-1)+(offset)/(band setting period length))] (in this case, J is 1 to (band setting unit length)/(set band)), an offset value for distributing the CS numbers to the band assignment period in which the already distributed CS numbers are small in each band assignment period is selected as an offset value to be substituted for the expression.
