PURPOSE: To precisely recognize a character written in a character frame printed by means of a non-drop-out color.
CONSTITUTION: An observation part 4 inputs a slip 3 where the character is entered with line width than that of the character frame 1 into the character frame 1. An over lapped part between the character and the character frame 1 is detected from the change of the line width of the character frame I in an input picture 5 by the observation part 4, and a part where line width is wider than that of the character frame 1 is extracted as the constitution part of the character. Then, a part where line width is less than that of the character frame 1 is removed as the constitution part of the character frame 1 with the character frame 1 at a non-overlapped part so as to extract the character.
