To provide a cleaning device which is capable of performing good cleaning by surely removing residual liquid developer on an intermediate transfer belt and a wet process image forming device having this cleaning device.

This cleaning device has a cleaning roller 32 consisting of foamed polyurethane and a cleaning blade 31. While the cleaning roller 32 is brought into pressurized contact with the intermediate transfer belt 11, the cleaning roller is rotated in the same direction as the surface moving direction (in the directions opposite to each other in the pressurized contact part) of the intermediate transfer belt 11 and the cleaning blade 31 is brought into pressurized contact with the intermediate transfer belt 11 in the direction counter to the surface moving direction nearer the downstream side in the surface moving direction of the intermediate transfer belt 11 than the cleaning roller 32.
