The facilities are provided with a coal gasification furnace 5 processing powdered coal and converting the same to gas fuel, gas turbine facilities 9 operated with using gas fuel as fuel, steam turbine facilities 11 operated by steam generated by a exhaust heat collecting boiler 13 introducing combustion exhaust gas of the gas turbine facilities therein, a power generator G connected to the gas turbine facilities 9 and/or the steam turbine facilities 11, flue gas desulfurizing facilities 15 desulfurising combustion exhaust gas discharged from the exhaust heat collecting boiler 13, and a coal supply device 3 supplying the coal gasification furnace 5 with powdered coal as slurry.
