PURPOSE: To provide the title composition excellent in adhesion, prevention of icing, weathering resistance, etc., by mixing a fluoroolefin/hydroxylated vinyl monomer copolymer with a specified silicone compound and a polyisocyanate compound.

CONSTITUTION: A hydroxylated copolymer (A) essentially consisting of a fluoroolefin (e.g., tetrafluoroethylene) and a copolymerizable hydroxylated vinyl monomer (e.g., hydroxyethyl vinyl ether) is mixed with a silicone compound (B) having a group reactive with component A or having a hydroxyl group, represented by formula I (wherein n is 6W300, k is 0W6, l is 0W1, m is 0W6, n is 1W2, Y is a carboxyl, hydroxyl, epoxy, formula II, formula III or formula IV, and R1, R2 and R3 are each an isocyanate residue), and a polyisocyanate compound (C) (e.g., tolyene diisocyanate) to produce a coating composition for preventing icing.
