PURPOSE: To applying photosensitive microcapsules and a developer in a short time by providing a microcapsule coating device for coating a dielectric layer with photosensitive microcapsules and a developer coating device for coating the dielectric layer with the developer and regarding an electrostatic carrier which is provided with the dielectric layer as an object of coating.

CONSTITUTION: The microcapsule coating device 66 is provided relatively movably in parallel to the surface of the dielectric layer 61 and coats the dielectric layer 62 with photosensitive microcapsules 74, and the developer coating device 68 is provided relatively movably to the dielectric layer 62 similarly and coats the dielectric layer 62 with the developer 76. Then a voltage is applied and the coating device which is applied with the voltage between the capsule coating device 66 and developer coating device 68 coats the dielectric layer 62. Consequently, the dielectric layer 62 of the electrostatic carrier to be coated an be coated with both the photosensitive microcapsules 74 and developer 76 only by being charged electrostatically once to shorten the coating time.
