PURPOSE: To charge toner electrostatically without contacting and to coat a base with the toner by including a casing which contains toner, a sleeve which coats the base with toner supplied from a supply opening, and an electrostatic charger which charges the toner electrostatically by corona discharging.

CONSTITUTION: Microcapsules 76 in a capsule chamber 88 move to the side of the sleeve 80 through a passage 90 by the inclination of the casing 72 and are carried out of the sleeve 80 from an extremely small supply opening 96 formed between the lower end of the sleeve 80 and the bottom wall of the casing 72, so that a photosensitive drum is coated the microcapsules. Further, a microcapsule coating device 68 is equipped with a corotron 100 as an electrostatic charger and a corotron wire 102 and a shield 104 surrounding it are stored in an empty chamber 92. Consequently, even when toner is in a microcapsule shape, the toner can be charged electrostatically without being broken and stuck on the base electrostatically without staining the base, sleeve 80, etc.
