To obtain a code amount distribution device that separates a header part and an orthogonal transform coefficient part to optimize code amount distribution to a coding object frame and to simplify the entire configuration of a digital image coding compressor.
The device is provided with a header part coding amount/orthogonal transform coefficient part code amount measuring station section 5 that measures respectively a generated code amount of an orthogonal transform coefficient part relating to a quantization scale and that of a header part not relating to the quantization scale among an in-frame total generating code amount and a header part distributed code amount work-out section 6 that works out selectively a header part generating code amount of a just preceding coded frame coded by the same frame coding type as that of a coding object frame from a header part generating code amount of pluralities of the coded frames obtained and measured sequentially by the section 5 and provides an output of the result. According to the device, the header part code amount of each frame coding type is properly distributed with a simple configuration. Furthermore, more proper code amount distribution is conducted in comparison with simple code amount control attended with it and then the coding image quality is enhanced.
