To provide a coding recorder where a video buffer does not fail, even before and after a temporary pause, and that can record data so as to attain continuous reproduction.
This coding recorder comprises: a video data generating means unit operable to code a video signal to generate video data; an audio data generating means operable to code an audio signal to generate audio data; a multiplexing/recording means operable to multiplex the video data and the audio data, generate and record a system stream; a pause control means operable to control to complete and record the system stream generated upon the receipt of a pause instruction during the recording operation; and a pause release control means operable to control to start the generation of a new system stream upon the receipt of a pause release instruction during the pause, wherein the video data generating means uses time correlation properties between images for encoding and generates the video data and by the control of the pause control means, a reference relationship between images is completed for the pause.
