To provide an interlocking device configured to surely ensure the safety of an operator accessing the device interior.

An interlocking mechanism connected to each driving part is provided with a delay circuit provided with detecting means for detecting the access of an operator to the device interior, in a plurality of stages corresponding to the degree of danger, and incorporated in quest of a delay time within a tolerance that can ensure the safety of the operator at each dangerous part of the device. A medium conveying device is built in the interlocking mechanism to improve a medium management performance without causing trouble in the device by configuring the delay circuit in quest of the delay time not impairing a medium cash management function after ensuring the safety of the operator in a medium management device with medium conveyance and driving, and carrying out medium conveyance driving interruption processing within the delay time.
