Consequently, even if the first on-off valve 21 is manufactured of material relatively low in heat resistance, the lowering of heat resistance does not cause the worsening of durability (reliability), so that the manufacturing cost of the combustion heater device (a vehicle heating device and an intake air hating system) can be reduced.
