To provide a communication control device, a communication control method, and a communication control program which can transfer an emergency call to an adequate emergency call communication board.

A communication system 1 comprises a communication control device 11, an emergency call communication board 12, a digital communication terminal 13, and analog communication terminals 14 and 18. The communication control device 11 performs communication to establish a session between the emergency call communication board 12 and the analog communication terminal 14 if it has received a request for establishing a session with the emergency call communication board 12 from the analog communication terminal 14 connected via a modular cable 17. This allows an emergency call to be originated to the emergency call communication board 12 by using the analog communication terminal 14. On the other hand, the communication control device 11 does not perform communication to establish a session between the emergency call communication board 12 and the digital communication terminal 13 not to establish the session if it has received a request for establishing a session with the emergency call communication board 12 from the digital communication terminal 13 connected via an IP network 16.
