This system is provided with the management relay station device to which a calling party's cellular radio telephone set and a called party's telephone set each equipped with a management relay station automatic connecting device are connected via the Internet. The management relay station automatic connecting device is provided with a memory registering URLs and charging numbers, and an automatic connecting means for connecting a calling party's cellular radio telephone set to the management relay station device corresponding to an URL in response to a request from the calling party's cellular radio telephone set. The management relay station device is provided with a utilization condition checking means for receiving transmitted information including charging information transmitted from the calling party's cellular radio telephone set and retrieving a database to check whether communication services should be provided or not; and a voice transmitting/receiving means for transmitting and receiving voice information between the calling party's cellular telephone set and the called party's telephone set.
