A peripheral terminal inquiry transmission/reception section 101 of a master terminal 10a receives a peripheral terminal ID from slave terminals 20b-20d that are peripheral terminals. Then, the received peripheral terminal ID is compared with identification information stored by an address book data storage 104 by an address data collator 108, a call frequency relative order calculator 110, and a mail frequency relative order calculator 111, thus determining the conditions regarding the surrounding users as the surrounding conditions. Then, a condition notification data generator 112 informs the server 30 of the determined surrounding conditions.
