Complex metal oxide particles include a complex metal oxide, and the complex metal oxide has elements A comprising one or more selected from Ba, Sr, Ca, Mg, Al, Pb, Co, and Sn, elements B comprising one or more selected from Ti, Zr, W, Nb, Hf, Sn, and Si, and oxygen O as constituent elements, wherein a particle diameter (2r) obtained by transmission microscopic observation is 1-70 nm, and a molar ratio k of (element A)/(element B) satisfies formulas (I)-(III). formula (I): {r3+(r-d)3}/(2×r3)-0.3≤k, formula (II): k≤{r3+(r-d)3}/(2×r3)+0.1, formula (III): k<0.98, wherein, r is a half value (nm) of the particle diameter (2r), and d is a size (nm) of a crystal lattice of the complex metal oxide.
