PURPOSE: To produce a composite circular cylindrical material for rolling for a blank material for reinforcing bars or the like having stable quality by charging molten stainless steel into a casting mold under horizontal rotation, allowing the outer layer part to solidify half, charging molten cast steel into said mold under horizontal rotation and forming the inside and outside layers into one body.

CONSTITUTION: A centrifugal casting device of horizontal-incline type is used, and while a casting mold 2 placed on the horizontal centrifugal casting machine is first kept rotated, molten stainless steel 12 is charged therein to form an outside layer having a uniform prescribed thickness on the inside circumference of the mold 2. While the outside layer remains semi-solid state, the mold 2 is transferred to the incline centrifugal casting machine, and molten cast steel 13 is charged into the mold 2 under rotation to fill the molten cast steel in the mold 2. Both metallic materials are formed thoroughly into one body with good adhesion by the above-mentioned method, and the composite cylindrical material for rolling having uniform quality is cast.
