To provide a homogenizer for homogenizing light after primary concentration, which has a smaller moment of a homogenizer optical system and suppresses reduction in power generation efficiency due to displacement of an optical axis of the light after the primary concentration.
There is provided a homogenizer 2 for concentrating solar power generation, which irradiates a power generation element 4 uniformly with solar light concentrated by a primary concentration member 1. The homogenizer 2 includes an optical element provided between the primary concentration member 1 and the power generation element 4. The optical element has a light homogenizing function using light scattering within the optical element, and has an incidence surface 2a for light B from the primary concentration member 1 and an emitting surface 2b for emitting homogenized light C toward the power generation element 4.
