The homogenizer 2 includes an optical element provided between the primary concentration member 1 and the power generation element 4. The optical element has a light homogenizing function using light scattering within the optical element, and has an incidence surface 2a for light B from the primary concentration member 1 and an emitting surface 2b for emitting homogenized light C toward the power generation element 4.
