A prediction time setting section 51 sets plural prediction times at 0.1 sec. intervals in 0-4 seconds. A forward deviation calculation section 52 calculates forward deviation in behavior of a vehicle for the first 5 minutes in driving using the plural prediction times, and creates a graph by plotting relationship between the forward deviation and relative steering angle at each prediction time. A least square error calculation section 55 calculates least square error between the forward deviation and the relative steering angle (a value representing linearity between the forward deviation and the relative steering angle) and calculates the least square error at each prediction time. An optimum prediction time setting section 56 sets the smallest value corresponding to the least square error (a value representing the highest linearity) in the plural prediction times as an optimum prediction time.
