A container management server includes: a memory part 25 associating attribute information with a storage address and storing them, in which the attribute information includes information specifying a period where a container has been stored, and the storage address includes a horizontal address indicating a container storage position in a planar direction and a stack address indicating the number of stacks of the containers; a container retrieving part 23 reading the attribute information stored in a memory means on receiving a container takeoff request for taking out the container, and retrieving a long-term storage container with the least number of cargo-handling for moving other containers in taking out, out of long-period storage containers that has been stored over a predetermined period out of the containers; and an information updating part 22 associating the received attribute information and the storage address and storing them in the memory means, on receiving the container storage request requiring for storage of the container, the attribute information, and the storage address.
