The secondary pulley for controlling tension of a driving chain is formed with an oil pressure chamber supplied with secondary pressure and a cancel oil chamber opposed to this oil pressure chamber. In a down-shift when a hydraulic fluid is discharged from the cancel oil chamber, a target stroke speed Vs and an actual stroke speed Vs' of the secondary pulley are calculated. Next, a compensating pressure calculating part 93 estimates resistance pressure generated in the cancel oil chamber based on higher speeds Vs and Vs' among the target stroke speed Vs and the actual stroke speed Vs' and the temperature TOIL of the hydraulic fluid supplied to the cancel oil chamber, and calculates balance compensating pressure Pb based on this resistance pressure. A target secondary pressure correcting part 83 calculates target secondary pressure Pst' after a correction by adding the balance compensating pressure Pb to target secondary pressure Pst.
