This control device for an engine and the transmission is provided with a torque capacity lowering means for lowering the torque capacity of a clutch in speed change (step S5); a variable speed ratio changing means for carrying out an upshift in the torque capacity lowered state of the clutch (step S9); an engine speed control means for controlling engine speed to the rotating speed corresponding to the variable speed ratio after the speed change by controlling the intake valve or the exhaust valve by a valve drive mechanism while torque transmitted from the engine to the transmission by the clutch is lowered (step S8); and a torque capacity increasing means for increasing the torque transmitted from the engine to the transmission by the clutch after the engine speed is synchronized with the rotating speed corresponding to the variable speed ratio after the speed change.
