To provide an excavation control device at a low cost, whose opera tion is changed over from the constant speed control into penetrative input control before the actual tooth tip load of an excavating machine exceeds the limit value and from which ropes are paid off at the same speed from a plurality of drums.

In case the excavating speed control value Uva is smaller than the penetrative input control value Ufa, a control switcher 51 selects the smaller value Uva and gives it to a direction/flow rate control valve 19a and an adder 35 to peform the excavating speed control. In case the penetrative input control value Ufa is smaller than the excavating speed control value Uva, the value Vfa is given to the valve 19a and adder 35 to perform the penetrative input control. A tuning control value Ua in accordance with the rope speed deviation Ve is added to another direction/flow rate control valve 19b. Accordingly the excavation control is made in the condition that the moving speeds Vra and Vrb of wire ropes 5a, 5b paid off from winch drums 6a, 6b are the same.
