The control device for an internal combustion engine in which the turbocharger 22 with turbine 46 is disposed to an exhaust passage EP, comprises: an exhaust throttle valve 62 disposed to the exhaust passage EP on a downstream side of the turbine 46; and an opening control means controlling opening of the exhaust throttle valve 62 based on an engine operational status. When an engine revolution speed exceeds a predetermined value or an engine load exceeds a predetermined value, the opening control means controls the opening of the exhaust throttle valve 62 to be a closed position compared with a fully-opened position so that a pressure on the downstream side of the turbine 46 is increased so as to decrease a necessary turbine capacity down to a fixed turbine capacity.
