A control device for rolling descaling devices has: a determining function for determining the use timing of descaling headers of the rolling descaling devices arranged in a rolling line; an obtaining function for obtaining the position of a rolled material in the rolling line; an energy saving control function for calculating speed command values for pumps supplying water to the descaling headers through piping so that the electric power is not consumed uselessly while removing scale attached to the rolled material based on the use timing of the descaling headers and the position of the rolled material; a drive function for controlling motors that drive the pumps based on command values corresponding to the speed command values for the pumps; and a facility protecting function for giving restrictions so as not to impart an excessive load to the rolling descaling devices when the energy saving control function calculates the speed command values for the pumps.
