To solve the problems that the preparation of a lifting device such as a crane is needed and it is extremely uneconomical since a steel pipe pile cutter and a guide jig, etc., need to be inserted from a pile head upper end of a steel pipe pile when setting them.

A steel pipe pile cutter includes: a fixed frame (1) to be a table in a horseshoe shape so as to allow insertion from a side near a mark of a steel pipe pile cutting position; a turning frame (2) attached on the fixed frame (1), to be turned freely rotatably forwards and backwards as a movement of one stage; a chain (8) with an attachment provided on the turning frame (2); a torch attaching frame (4) attached to the turning frame (2) so as to be moved freely rotatably forwards and backwards around a steel pipe pile (24) as movements of two stages; a torch (5) attached to the torch attaching frame (4), for cutting the steel pipe pile; a driving device (10); and a sprocket (9) attached to an output shaft of the driving device (10).
